The Republic of Benin and the Arab Bank for Economic Development in Africa (BADEA) signed a $65 million financing agreement on Tuesday, October 13, for the second phase of the Electricity Distribution Project (PADSBEE II).

The agreement provides for the expansion, upgrading and modernization of the electricity distribution network operated by Société Béninoise d’Énergie Électrique (SBEE), Benin's state-owned electricity utility. The work will extend to 127 communities across seven departments: Alibori, Atacora, Borgou, Collines, Atlantique, Ouémé and Plateau.

The project will also connect 61,127 households, several public facilities and 4,300 microenterprises to the grid. The cotton industry is also expected to benefit.

According to World Bank data, 59% of Benin's population had access to electricity in 2024.

The financing supports Benin's efforts to expand its energy infrastructure. According to an International Monetary Fund (IMF) report, the country aims to increase electricity access to 70% and access to clean cooking to 50% by 2030. These targets are part of Mission 300, a World Bank and African Development Bank initiative aimed at accelerating electricity access across Africa.

On January 28, 2026, Benin's government also approved guidelines for its Electricity Development Master Plan through 2045, along with updated national electrification and off-grid electrification plans. The plans aim to expand access to reliable, affordable electricity.
